适用场景：个人 Free 账号能登录
claude.ai，但无法聊天；出现This organization has been disabled.或Your access to Claude is on hold。 整理日期：2026-08-10
1. 问题判定

| 聊天页没有申诉按钮 | 正常；需走邮件 / Support 文章里的申诉入口 |
结论：无法在设置里自助解禁，必须向 Anthropic Safeguards 申请 review。
2. 整体流程（最短路径）
发现黄条/无法聊天 → 邮件 usersafety（或 Help Center） → 收到带 here 的回复 → 打开 Safeguards 文章，先登录 claude.ai → 点 Submit an appeal → 进入 restricted 页 → 点 Request a review → 粘贴申诉说明并提交 → 等待 Safeguards 邮件结果

再点邮件里的here
会进入文章：Safeguards warnings and appeals
阅读说明后，点黑色按钮Submit an appeal

若跳回聊天页或打不开：无痕窗口 → 先登录 → 再点链接/按钮
步骤 C：在 restricted 页申请复核（关键）
成功后常见页面：claude.ai/restricted

组织示例：

操作：
点击Request a review
粘贴下方「申诉描述模板」
如有附件，上传黄条 / restricted 页截图
提交，保存确认页或回执邮件
不要点：此时不要用 Export / Delete（除非已决定放弃账号）。

用英文；事实清楚、语气礼貌即可
不要编造「从未用 VPN / 第三方工具」等未必属实的内容
不要重复狂提；一次完整提交即可
有字符上限时，可删致谢段，保留报错与请求两段
